Dear Colleague

The Scrutiny of Legislation Following the 2007 Elections to the National Assembly

As you may be aware, the Legislation Committee has decided to conduct a brief review of arrangements for the technical scrutiny of legislation after the Government of Wales Bill comes into force.

The following terms of reference were agreed -

"To consider

(a) what scrutiny by the National Assembly would be appropriate for the various types of legislation to be made by the Welsh Assembly Government and the National Assembly after the coming into force of the relevant parts of the Government of Wales Bill;

(b) what scrutiny by the National Assembly would be appropriate for proposed Westminster and European legislation relevant to Wales after that date; and

(c) what role a dedicated legislation committee might have in such scrutiny

and to make recommendations."

We are looking at the current arrangements for scrutiny here in the Assembly, and also those in place in other parts of the British Isles. I would be most grateful for any thoughts you may have on these issues. I would be grateful to receive your replies by Friday the 28th of April. It would also be helpful if your replies were copied to the Committee’s Clerk, Olga Lewis.
