Proposals for Proposed Playing Fields (Community Involvement in Disposal Decisions) Measure
I write on behalf of the Association of Chief Police Officers in Wales (WACPO), in response to the above Consultation Process. As such this response should be considered the view of all four Police Forces in Wales. WACPO welcomes the opportunity to participate in this consultation process and acknowledges the need to work in partnership in this challenging area of work.
The only comment I would have is that the start of the document (Paragraph 2) includes social inclusion as well as health and well being as reasons why the sale of playing fields should be reviewed.
When the purpose of the measure is spelled out and particularly at Paragraphs 27 and 29 social inclusion is not included.
This may be relevant if there are any inner city playing fields that are to be considered for sale where there is a level of deprivation and the police / partners may wish to support out health colleagues.
Paragraph 31 refers to statutory consultees. If social inclusion is to be considered then perhaps the Youth Justice board or the local YOT should be considered.
