Observations
The Forum congratulate's the Assembly on addressing an important although sensitive and complicated issue, which needs attention. Further research is obviously required, which will hopefully be a priority. The necessary research work falls between 'services' which have in the past worked independently. Combining those service areas will prove challenging. The Assembly must insist that each relevant body cooperates and works to the same agenda. Strong leadership will be required to secure success. A clear structure is required, again with strong leadership to ensure that the relevant organisations regularly share figures and information. Also, a system must be devised whereby each partner, even within existing individual organisational arrangements, collect and gather data and information in consistent formats. This is a problem which exists outside this particular area. A system to register each piece of research work carried out within Wales should be set up. It is possible that some work has already been undertaken which could save money and speed the progress. There is a need for very localised research work e.g. interviewing local individuals, in order to understand local problems and address solutions. A need to understand how much of the problem is down to bureaucracy, and any other needs or measures to improve the appearance of official figures and also the benefits system itself. The problem must also be addressed in the broader economic sense e.g. low wages, seasonal work, weak economic systems, narrow economic base. It would appear that people's responses are both a personal and 'culturally local' reaction to these situations. Are there any actions which could be carried out immediately without having to wait for the research? The Forum would be happy to assist in this important work, and looks forward to the seeing work programme at the earliest opportunity.Henry Roberts
