Funding Inquiry
I would like to confirm that Stonewall Cymru wholeheartedly supports the paper submitted by the WCVA by way of a response to this funding enquiry.
We would, however like to make the following comments:
1. It is not always easy to access funding , depending on which department or body you are dealing with. There is often a long wait to hear if your bid has been successful. This does not help with planning arrangements. Also, we sometimes have to wait until the end of the financial year to see if there is any slippage money. Again this is not the best way to be able to plan ahead.
With a new coalition government we are unsure of how future funding may operate and would seek clarity as soon a spossible.
2. It is often very difficult to fit Lesbian Gay and Bisexual(LGB) needs or issues into a funding application design that does not recognise the very distinct needs of LGB people. LGB people do not form an easily identifiable group as is the case with certain other disadvantaged groups.
There is also the issue of numbers. It is estimated that 6% of the population is Lesbian, Gay or Bisexual. However funders always appear to want large numbers of beneficiaries and it can be difficult persuading them of the needs of what appears to be a relatively small group of people.
3. It is impossible to sustain an outcome driven, proactive approach if funding is only offered on a 1 year basis. The good work achieved during that year is forgotten, peoples’ expectations are dashed(when the service is removed) and the project officer has to look for another job. So either good staff are lost or you will not get the best since there is no job security.
4. For Stonewall Cymru to continue to perform at the level we have to date, we need long term 3 year core strategic funding, based on performance and outcomes. We pride ourselves that as an organisation we always deliver quality oucomes and therefore consider ourselves worthy of the core funding we currently receive.
