1. I consider that legislative competence in the area identified in Matter 15.9 be conferred on the Assembly. I speak for the deaf and hard of hearing people in Wales. Their needs are relatively small and cheap but their provision provides a great deal of independence. There is, however, a great deal of variation throughout Wales on the question of charging for such services and lack of clarity in what is provided.

  • some Counties charge a flat fee which for services to deaf people is relatively large considering the cost

  • some Counties provide the services for free

  • yet others do not, as yet, provide a satisfactory service

  • finally, at times, equipment provided does not suit the purpose as those providing do not have the necessary experience or technological expertise

2. I believe the terms of the proposed Order are drawn as broadly as necessary with regard to services supplied to deaf and hard of hearing people. I take this view because those who will receive services will have been assessed as to their needs and will thus fall within this criteria. However, I am doubtful whether assessment is equally applied across Wales at present. There is also the matter of repair and replacement which can be problematical. Access to service staff is not always straightforward, some improvement is required here.

3. I am not aware of any reason why the expected matters might hinder the effectiveness of any proposed measures brought under Matter 15.9 in the future as far as deaf or hard of hearing people are concerned. I take this view since the value of such services are usually relatively small.
