Observations of Ceredigion County Council on the Proposal for Proposed Playing Fields (Community Involvement in Disposal Decision) Measure
The Council recognises the importance of formalised and informal play as part of the overall development of children and also its importance in the general health and well-being of all our citizens.
The Council welcomes the proposals but would advise that it already pays due regard to all circumstances which may affect the acquisition or disposal of land including playing fields.
Whilst the Council recognises that the measure is aimed at the disposal of land by local authorities, there is a reference in paragraphs 18 to 26 of land in private ownership used for recreational purposes. The Council would wish to emphasise the importance of arrangements which exist in rural areas such as Ceredigion of agricultural land being made available by landowners, such as farmers, by way of formal and informal arrangements for sport and recreational purposes. The Council would not wish to see stricter planning controls which could discourage such landowners from releasing land for specific periods for such purposes.
